Fish Breathing Fast And At The Top

Hi can someone help. Nitrate- 0-5, nitrite-0, ammonia-0, temp 28. Did PWC yesterday. My platys are staying at the top of the water, though not gulping air from the surface but they are definitely breathing faster. The same goes with my neons they are staying in the middle but their mouths are going 19 to the dozen. I will do another PWC. Is there anything else i should be checking. Thank you.
 
Lack of oxygen in the water can cause fish to gasp at the surface, the warmer the water, the less oxygen content, its a problem in the warm weather we are having, do you have an air stone/water movement at the surface?
When you did your water change did you use dechlorinator ( scuse if teaching you to suck eggs )

Yes did use dechlorinator and no i don't use CO2. Was wondering about the hot weather but the temp of the water has not risen, whether that has anything to do with it. I know the ambient air temp has definitely risen so does that decrease oxygen in the water. I do have another filter that i could use to increase circulation and hopefully oxygen. Would that help? Thanx
