I love Cardinals, and I originally cycled my new tank on them (some 30 years ago), and they all survived. These days I cannot get them to survive, and have given up. My general hardness is 325 ppm and my ph is 7.8. Another tetra I love, and survives in my tank is the Congo Tetras. They are, of course, much larger than most tetras, but are still a lovely shoaling fish, especially showing off their lovely orange stripe along their body. I have never been sure if the Cardinals died due to the water parameters or attacked by my Clown Loaches (although I never saw a clown loach chase one - could have happened overnight).
