Once again, no such thing as an IP
tracker. You can catch peoples IPs when they visit a page, as you said its used for banning or statistics (using the IP's town). Also, no I'm not a "teenager who knows everything", a comment which is quite offensive, I'm a freelance web programmer and network specialist, I also have experience in LAN hacking, so don't be so rude and assuming. An IP doesn't identify somebody, most service providers will give you a new IP if you unplug and reconnect your router, thus nulling your bans, or tracking. The only way, as stated earlier by somebody else, to find somebodies address from an IP is to contact their service provider (Verizon, Virgin Media, AOL), but for legal reasons they cannot tell you.
You could imagine an IP like this:
1.1.1.1
Country.State/County.City.Neighbourhood
Still, it's not very accurate and changes often.
As for the trolls, simply responding to the trolls makes them oh so worse, I've done it my self. It's hilarious when somebody whines because you insulted them, that's the whole idea behind trolls, they just want a reaction, the thing that is making trolls worse is the people whining at them.
If a troll starts on you, just tell him to gb2/b/.
Trolls are a fact of the internet, if you can't stand them, man up or get out.
EDIT: Just read that "Five types of trolls", people who don't really understand what a troll is need to stop assuming, that should be a list of "Five types of idiots".
