Emergency - Fungal infest!

Hey, I'm fish-sitting for Sandusky while she's on vacation and i think i may have a really bad problem going on. Jean Claude is in a 1-gallon hospital tank because of what looks like bacterial lesions, i've put in aquarium salt and an under-dosage of these E.M. Tablet things i found in her fish cabinet, they're supposively for cotton mouth and skin infections. This is the second day, he looks better but i consulted the posted threads and have come to think that he has like velvet or something. His body has lost color and is now a light brown/copper dusting color, around the top of his head and mouth there are like white fluffy areas and he has a line of the same stuff on his head going down both sides of his body verticaly and on the edges of his fins.
I'm changing his water daily (the instructions on the E.M. Tablets tells to do so) and every time, i remove these balls of fluff (fungus?) from the bottom. I keep a bottle of de-chlorinated tap water (treated with Amquel+) for his changes and i've completely sanitized the divided tank he was in. She has Tetracyline which says it treats fin rot and gill disease, should i use that too?
Does anyone know what this might be exactly? Anything else i need to go buy/do for him? Tam would be so ticked off if i don't figure out what's going on, i hope i don't let her new fish die! :unsure:

A pic would be the best help for anyone to figure out what it is. Velvet is a gold dust over the head and back along the body. Ich looks like salt sprinkled over the body and fins. If they look cottony, it is a fungus. If the spots look filmy, or stringy..it would be bacterial. From your post, it sounds like a fungus infection. Keep medicating for fungus if it looks like it is helping. Try to look the fish over, and give another description of what you see if you can't get a pic.
 
Ok i have a picture, but it's from a camera phone so please bear with me, i outlined the fungus in question and the basic area's they are close to. (gill/eyes/tail)

Yes,that definitely appears to be fungus. The fluff on the bottom sounds like waste,some bettas have poo that looks like that,especially when they're under the weather. It could also be uneaten food though. Is he eating?

I don't know what EM tablets are. Does she have any bettamax lying around? A little capsule that you mix with water?
 
EM Tablets are from Aquarium Pharmaceuticals.

For the fresh and saltwater treatment of erythromycin-susceptible bacterial diseases such as body slime, mouth fungus, furunculosis (open lesions), and hemorrhagic septicemia (blood spots without sign of skin damage). Can be used when introducing new fish into an aquarium. Can be used with any ich, fungus or parasite remedy to prevent secondary infection.

I've been feeding him live tubifex worms (that's all San keeps, is this good?) but he just kinda follows them. I'll keep him on the E.M. tablets then, maybe i should go out and buy San a little extra bettamax and some other food? An early Christmas gift.
 
Well poor little guy didn't make it. He looked like he would, was getting his color back and all, but he just couldn't make it. Thanks for all your help. :-(

I'm not mad at you Raven, he was a Wal-Mart betta i should have expected this. Thank you for watching them though, the rest are all great. :)
