Yes it gives you everything you need, but ditch the supplied sachets and use the DIY ingredient listed in the pinned thread about these kits :) works a millions times better and is far cheaper.

Re the other question, you're looking at it the wrong way around. You don't match the light to the CO2 but the CO2 to the light. Any tank will benefit from CO2, however only at the higher levels does CO2 become essential.

No, with good Co2 and light you should have less algae as the plants will grow much better. I used one of those on my first set up that sounds similar to yours and it worked great.
 
What do I need to use to measure the CO2 in the water? A drop checker and a testing kit?

My testing kit only has pH, Ammonia, Nitrite, Nitrate.
 
You need to measure the pH and the KH. Once they have been measured you check them against a chart to get the amount of dissolved Co2 in the water.

Also would this CO2 test kit work instead of the drop checker? Would 1 test per week be efficient?

Ferts:
SeaChem Flourish Excel
Tropica Plant Nutrition
Substrate - Eco Complete (Maybe with a small sand pit.)
