Could Dropsy spread throught a filter?

My 29 gallon tank is infected with dropsy. I am in the middle of a treatment and because the filter is new it is just starting to cycle. This is very bad because as we all know Dropsy is caused by stress from bad water quality. I was wondering if i should move my aquaclear 300 from my 55 gallon to cycle the 29 because it already has a bacteria colony in it. I was just wondering when i put the Aquaclear 300 back on the 55 will dropsy spread?, or just die off because there is good water quality? BTW: When i do a water change in the 29 i drain 25% of the water and i also do a water change in the 55, i fill the 29 with old water from the 55 to try to make it cycle faster. Is this a good idea, or should i fill it with new water?
