Is it OK to do a water Change a few minutes before adding new fish or would the water be unstable at that time and increase the fish's stress?
 
Water change chemicals are supposed to be almost instant - so if you say 10 minutes before you stick the new fish in, it should be ok... you can do your water-change while you float the bag with new fish in the tank - should be enough time
 
i wouldn't do a water change moments before introducing the new fish. instead, you're supposed to acclimatise the fish with aged, dechlorinated tank water... unless, of course, there's something wrong with the tank water, in which case you shouldn't have bought the fish anyway.
 
the only reason I'm asking is because today i was supposed to do a water change but I also plan on getting new fish. I'll see if I can get the fish tomorrow instead so i can do the change today, that all depends on when my Dad wants to take me...

if you are only doing a small water change then there is no reason you cant introduce fish the same day but i would wait longer than 10 minutes. this way everything has time to settle and heater had a chance to stabilise the temp etc why dont you do your water change then go and buy your fish and by the time you get home the water should be fine. i feel its best to introduce fish into clean water. at the shop i always make sure water has all been changed and is clean for fish deliveries.

if however, there was something wrong with the water then i would agree that you shouldnt be buying new fish but seeing as you said there is nothing wrong with the water then i would go with a small water change, then go out and get your fish.
 
If I add any fish, I always make sure it's the day after a water change. As long as you acclimatise the new fish slowly it should be fine.
 
I quite often water change before adding new fish. It doesn't do any harm- you're still changing the water conditions, so whether thats to your 'normal' tank water or part old, part new, it makes little difference.
