Cant Add Profile Picture! :(

I'm fairly new to the website and I've been trying to add a profile picture. When I go to my profile and click the "change" button on the corner of the default picture it pops up a mini widow asking for either a URL for a photo or to use a Gravatar. I've tried several different URL's for several different pictures and every time it says the same thing. After I click to add the URL photo, it does the green loading squares at the top for a few seconds then says, " member_profile_disabled" under the section where you enter the URL. Why is this happening and what can I do to Add at Profile Photo?? Please Help!!

IIRC you can't have a profile picture now until you reach 60 posts. I think it was because spammers were using it to advertise. THIS has some more explanation on it.
