Can I treat Skylar with "Complete Remedy?"

Well, today Skylar looks like this....

I got him some silk plants, and his anal fin is still going downhill. I went to the LFS today, and they didn't have any Bettamax or Bettafix, or really anything you guys have mentioned. I'm going to have to go into a larger town and see if any LFS have it there... I live in a very rural place....But for now can I treat him with "Complete Remedy?"

I don't know what that stuff is - what's the bottle say that it's for, and what does it have in it, etc??
