Bettas Fins Have White Spots

Hi. I just bought a new crowntail betta on sunday. My tank is a 2.5 gal with a heater. I noticed that he is not really active and most of the time is at the top of the water. The top had a clear film at the top but I was told its nothing to worry about. I am worried that my fish has little white spots at the end of his fins. It reminds me of lice. Can someone please tell me what it could be and how I should fix it?
 
if it is ich dont use common white spot treatments on betta they are very happy with meds at all i recommend something less strong like methylene blue still does the trick but the fish is much less affected

fisrt of all though confirm it is this!! do you have any other fish in the tank? betta are quite hardy against white spot and dont generally catch it unless its from another fish
 
there r some bettas with white spots... if not then u might want 2 try sum exptenal pasisite meds.. there the cheapest, and easiest 2 find meds EVER. LOL. i suggest parisite clear... i think jungle makes it
 
No I dont have any other fish in the tank. I just bought him so could that be why? so what meds do I need.. it looks like salt yes.
 
Get some kind of med that treats ich (Quick Cure, Aquarisol, Malachite Green, Parasite Clear as already suggested, something like that), and raise the temperature to 84-86 degrees until he's better.
