Betta has Pop-Eye

Thanks for all the help everyone. Apollo is better! His eye is normal, he's active, almost full colour again, and was just added back into the tank. My sister insisted on waiting a bit more before buying meds, and it has cleared up perfectly. Just one last question: will it be safe to add the filter back to the main tank, since it was in water, which was for the majority uncycled? Thanks again.

Assuming the "Uncycled Water" was dechlorinated there is no risk at all. What causes the cycling process is the bacteria in your filter media that breaks down Ammonia and Nitrite. Assuming there weren't any major temp changes or contact with chlorinated water the bacteria should be fine and the filter should continue to filter out waste.
