Betta care: best way once and for all

okay, i have posted a couple things about my betta and i just wanna get this straight.

I have a 2.5 gallon with just my betta.

i used to have a mini whisper filter but took it out cause i thought it may be hurting his fins ( decided later it was fin rot)

Is it best to have a filter in this tank or not? if so what kind?

HOw often and how much should i be doing water changes with and without a filter? when i had the filter i was doing like 20% every two weeks, without the filter i have been doing 100% every week ( i heard this is bad, but because he had fin rot i thought maybe it was cause i wasnt changing the water enough).

what is the right way??

how big was the filter? was it one of those nano filters?

hmmm i dunno it was called Mini and it came with the tank

Use the filter, do 20% water changes once each week instead of every 2.

there are 2 settings on thqt filter. there is a button on the back. slide it to the lower flow and that should be good enough.
