Can you please get a picture of the inbuilt filter, just for reference?

The tank doesn't have a filter. This is the tank http://usa.hagen.com/Aquatic/Aquariums/Starter-Kits-Plastic--Betta-/13357

And just to add that bettas may love bloodworms but they shouldn't be fed more than once a week as they don't have much nutritional value and are fatty. And dried bloodworms should always be rehydrated in a bit of tank water before feeding. Bettas usually gobble them up too fast for them to rehydrate in the tank.

Generally, as said by bettamum, when getting a new fish any common illnesses should be researched, and fish should be checked before bought (e.g. a betta with fin rot will have obviously damaged fins). I'm pretty sure that your betta is a veiltail, so his fins shouldn't look torn (have a look at some on google).

Do you know what model/brand this filter is? That would be very helpful. As for plants, if you get a larger tank (5 gallons or larger) you could possibly get a small piece of driftwood, some anubias, blue stricta, crypts and such. But keep in mind that you would also need a suitable light for the plants, as otherwise they can't photosynthesize.

yep, that will be great!
a good place to get cheap (or sometimes even free) equipment is gumtree.com
if youre struggling a bit with money then you can look on there for what you need. it's all second-hand though, so make sure to look at the pictures carefully to make sure the stuff isnt broken
