What are your stats? & how often are you doing water changes?

ph = 6.0
nitrate = 5.0
nitrite = 0
ammonia = 0.25

i normal change about 20ltrs a month

I would do a daily 40% waterchange for a week until your stats are 0. Your Ph looks a little low too.

How long have u had the tank. Did u cycle it b4 you added your fist fish or are you doing a fish in cycle.
Is you tank planted at all. You really should be doing a good water change every week not 20% every month. I would recommend a very large water change asap leave just enough water to cover the fish. U need to get rid of the ammonia in your tank. Then I would
retest 2moro if ther is still any trace of ammonia then do another large water change keep doing this till you are getting 0's the only thing u want in the tank is nitrate this should be kept below 50ppm if possable.
Hope that helps a little

how do i get that up also when i change the water do i have to add tape safe ?

yes tap safe is a must to remove hard metals from the water that are harmless to us but are toxic and harmfull to the fish, as well the clorine in tap water will destroy what very little good bacteria you already have in you filter media.
As well as the masive water changes i suggested earlia i would suggest you ask you LFS if you can have a small piece of mature filter media to help seed yous (simply pop what they give you in with you exsiting filter media) but do not them sell you anything like good bacteria in a bottle as this is a con and will do no good in your tank.Or ask a friend or any one you no that has a well established tank for a piece of media. Or again look on the site for mature filter doners.

Nitrates will natrally be in a heathy tank as this is a bi product given of at the end of the nitrogen cycle (were the filter turns ammonia into nitrite and then in to nitrate) Nitrate is not persay harmfull to you tank/fish in the same way ammonia and nitrite is but should be kept under say 50-60ppm as above this can be harmfull to your fish. The only way to remove nitrate is by water changes.
Have a search of the new tank bit of the forum for cycling tips and guides.

By the way how often do you feed your fish, is there alot of mess on the bottom of the tank, how often do you vac your tank.

What are you tanks stats, these will help us help you;
Tank dimension
fillter
how long have you had the tank
plants
substarte
etc....

my tank is 90 ltrs

its been running for 12 months

filter is a floplus 3

i feed the fish everyday

It might be stating the obvious, but treat the water with "tap safe" BEFORE you put the water in the tank. You probably know that but I can guarantee somebody else didn't

Re your algae problem, I posted an brown algae question on this section this afternoon. Perhaps the response I got will help you out?

whould it be wise to add a black carbon filter pad to my filter as well as the 2 white pads ?

I believe carbon pads are only used when you need to remove medication from the water and it's recommended that you remove them from the filter straight after. So no, a carbon filter won't help.
The good bacteria grows in the filter not the water so you need to persevere with plenty of water changes.

Your Tank has been running for a year with once monthly water change. In this case ,I would NOT perform large water change all at once, for sudden change ,even for the better,,can have negative effect on the fish. I would perform a thirty percent water change every other day for a week and then perform thirty percent water change once each week after that.
.25 ammonia is stressful but at the pH you posted, it could very easily be (
ammonium which is less stressful than ammonia at pH levels above 7.0 .
Will say that guppies will struggle with the soft acidic water you have for they much prefer hard alkaline water with pH levels of 7.5 to 8.0
Would look to keep fish that prefer soft water rather than livebearer's that do poorly in soft water.
Reduce feedings to once each day, perform weekly water change,reduce lighting period,and tank conditions should improve.
Search for fishes that enjoy the water you have most readily available without trying to adjust the water to suit the fish.

so ok i do i increase the ph level

so i can keep guppies
