To acclimate fish properly you need to test the water in the bag. That’s the only way to know how long to take. If the pH and hardness are similar, put them straight in. If they’re different, mix them gradually as above. The time it takes depends on the water differences.
Equalising temperatures by floating the bag takes about two minutes at most.
So is this bag fully cycled? Is there filtration in there? Please tell me how you counter the ammonia content accumulated during the fishes journey* and provide some better example of your evidence-based practice.

*Some would counter that fish can safely travel in their ownpoop for extended periods of time, as evidenced by their surviving long journeys from the fish farms to retail warehouses. Unfortuntely, the point here is that mortality cannot be described as insignificant.
