acclimating fish

hello, well im about to do my first tank cleaning for my betta tank and i had a question. i read that u should let the bettas acclimate like this: Acclimating
You should take your time when you're acclimating your new betta. Float him in his tank for a good twenty minutes and then slowly pour 1/4 of his cup water out into the sink (careful that he doesn't jump out!) Never,ever pour old cup water into the new tank. Repeat the 1/4 water replacements every 15 minutes for a couple of hours until you're certain it's fresh water in his cup, then release him.

but i dont understand it. are u suppose to add new water from the tank to the cup? im just a bit confused thanks
 
He should be acclimated to your water by now. Acclimating them is most important when you bring him home for the first time.

Just cup him (if that's how you want to do it) change his water, float his cup for a couple of minutes to get him used to the temperature- pour out half his water from the cup and fill it with tank water.Let him sit for a minute (floating) and then release him.
