I've always understood that to avoid algae you should look to cover at least 80% of the footprint with plants.
I have never heard to equating plants per gallon ?

I have 6 anarcharis stems and 1 amazon plant and 13 italian vallisneras...thats enuff for fast growers for a 28 gallon?

Never heard of such a rule. The more the better is what I've read and learned which I practice and haven't had any problems.

I never heard of such a rule also. If you want to get rid of algae, you need to find out what type of algae you have, WPG (lighting), fertilizers used, water parameters, etc.
