Im not an expert but believe it needs Co2 to grow "well" :/ or that might just be if its tied below the surface, it might grow well as a floating plant but needs Co2 for growing below?

Do a search on Ebay for plastic canvas mesh, then scroll down to the shop area, (will probably bring nothing up in the auction section) or if you want somthing with slightly larger holes Homebase do some stiff"ish" mesh in the garden section. White/Clear mesh is from Ebay (about £1 a sheet...

I may of read Scatz reply wrong but i think he is saying that common Plecs are hard to sex and what is the point in sexing them as they will not breed in a aquarium anyway (so no need to know) i may be totaly wrong though.

I find cotton the best as it will disintegrate/break down where as fishing line and elastic bands will have to be romeved unless you plan on leaving the fishing line on, but elastic bands will have to be removed.
