    Be forewarned, that Buenos Aires tetras have been known to get violent when they get full gorwn. I know of a lady who lost a tiger barb to a full grown BA tetra. Yes, the neons will be fine with the betta in the 10.

    What kind of heater is it? Some heaters actually need to be calibrated. If the light keeps going off and on then the others are probably right, it's set to the current water temp. Is there a way you can see what the heater is set to?

    Diatoms. This is just a natural result of a cycling or cycled tank. You can just clean it off and siphon it out if you like. It's completely harmless. All FW tanks will experience this at some point. It ususally shows up during the cycle. It will eventually stop forming after a couple of weeks.
