Despite what people say you can keep a baby musk turtle in there, they take a while to grow and you would need to upgrade to a 30G for life but as a hatchling they do best in small tanks as they are not very good swimmers.

I'd say dempseys are more aggressive but it depends on the fishes temperament. But generally jacks are the more aggressive one.

You could have one big aggressive Jack Dempsey or Green terror, a nice community or try and breed something.
