My BN pleco turned white in the stomach this morning, all the water is fine but she has been acting strangely. Is she ok or should I do something? She is a common Bristlenose pleco and is 10m/o, she is in a 65L tank with some plants and hiding spots.

make sure to test all the parameters. The PH is definitely not enough to tell if it is a water problem. Make sure to wash all the gravel as if it is an infection it will be in the gravel.

Could you try to take the fish out and replace the gravel?

I found a cheap tank online in almost perfect condition: Only used as a hospital tank rarely. The only thing is it has been used for saltwater. Would it be ok to use it for a freshwater tank. I don't worry about the left-over diseases but only the fact that it is currently used for saltwater.

For the pea, skin it and boil it, make sure the fish doesn't fall to the bottom of the tank or just get it out and put it in a quarantine tank. It will likely not make it for much longer.

Cardinal Tetras have a tendency to have better immune systems than Neons. You would want to quarantine the fish and do a large water change. Try get all the gravel with a gravel cleaner as the root will be in there, No matter the cause.
