How do I treat Pop-Eye disease on my neon tetra?

My Neon Tetra in my 20 litre tank has pop-eye disease! And I really want to know how I can treat it without having to use expensive chemicals! There are about 6 ghost shrimp with it, and they are doing well. I have an AquaOne Internal Filter, no heater, because it never drops bellow 20, although the water has been a little cold lately. And I have some temporary plastic plants. I will be rescaping the tank later in the year and will add white sand substrate, live plants, and a sponge filter instead. But please let me know how to treat this fish, because I really want it to live a good, long, happy life! HELP! I appreciate anything from you guys! Thanks!
BTW: It only has pop-eye on one of the eyes...
 
What are your ammonia, nitrite and nitrate? Is he the only neon in the tank? There should be more.
Popeye is usually caused by poor water quality. Do a 75% water change every day for 2 weeks
 
If it has it in only one eye chances are it may a injury , for a disease it would be in both eyes for sure but can be one eye.

The Amonia and Nitrite and Nitrate are fine! I guess I should just do a 1/3 water change everyday for a week or so, and I will update you all and tell you if it worked! ;)

Could we have the exact numbers?

Do 3 quarters, 75%. The bigger ones will be much more beneficial
 
You can do epsom salt baths. For a Tetra I would do 1 teaspoon of pure epsom salt (no perfumes) to a 1/2 gallon of tank water in bowl. Allow it to sit in bath for 10 minutes. Then place back in tank. You can do this 2 times a day. It will pull fluid off the eye.

Will this epsom salt work? My Mum uses this stuff for baths. Here is a pic of the packet:

I just checked on my Neon Tetra and it is struggling in the plants! :( What about this salt? It is 100% aquarium safe and I have even used it before:

Maybe... does it say on it its aquarium safe?
