Is This Fin Rot..?

Yesterday I noticed almost translucent patches on the tips of one of my Bettas. I checked this morning again and it's still there. I'm thinking it's fin rot but I'm not completely sure. I've never seen fin rot before. I read it could be because of a dirty aquarium, but I'm doing 25% water changes about every 5-7 days depending on what the parameters are. I'm almost positive it's not the water. If someone could explain what my next steps are that would be great! Thanks so much.
 
(A pet store is available if I need to get some medicine.)
 
Also if you need better pictures let me know.

No she's in a 10 gallon with three other fish. I took her out and put her in a quarantine tank. I also added some aquarium salt. 
 
Its possible the other fish have been nipping her fins. What fish were you keeping her with?

After a closer look the ends of her fins in that spot are black. She's with other Bettas so that is a possibility, it's just when my other Betta got her fins nipped at it looked different. Also it looks like my other female has Ich... I believe the tank is cycled and I change their water religiously. Could it be because of the pet store I got them at?
 
Yes there is definitely something going on there. Its hard to say whether this is tail biting or fin rot. I had a betta who always used to bite his tail and once he completely bite it off. It regrew with time though. At first I thought he had fin rot but then I realized it was tail biting. Has anything happened to stress out your betta recently?This could be the cause of tail biting. It looks a lot like tail biting to me. Watch out for other fish biting her tail. Keep a watch on it to see if it gets any worse. If I were you i would move her to a separate tank away from other fish and wait to see what happens. If it continues to get worse it is most likely fin rot and you need to treat her with medicine seeing as her fins are very close to her body and if the fin rot reaches her body it could be very bad. If it is fin rot treat your betta with melafix but if the problem persists or reaches her body use tetracycline.

Thanks so much! I did go out and bought some melafix. I've only used it twice now and it seems to be soothing her fins. I'll keep an eye on the other fish. I don't see anything that would have her stressed. I recently put more plants in their tank to provide more hiding spots. Maybe that will help.

Clean warm dechlorinated water is far better and cheaper than Melafix/Betta fix.

A ten gallon sorority, Needs to be heavily planted real plants are better than fake as they help with water quality and give the fish a place to hide.

I just bought some new plants recently so hopefully the stress level will go down.
