Betta Problem

Hey,

I got a Betta the other day and when I put him in his new tank I noticed a little bit of white on his dorsal fin, but couldn't see it well enough to know if it was just colouring or if there was something wrong. Have had a better look today, and I would say there is something wrong. I thought maybe whitespot, but I have managed to get a photo of it and it looks different on the camera to what I can see. Any ideas? Also suggestions of what to use to sort it out.

Can't tell in the pic, is it fluffy looking.
 
If the fish isn't flicking and rubbing I would treat it as bacterial.
Water stats would be good.
 
Just doing them now - just knocked half the bloody Nitrate down my leg as the door just went!! I am due to do a partical change too so readings could slightly change.
 
Ammonia - 0ppm
Nitrite - 0ppm
Nirate - 10ppm
PH - 7.6

I'll sort something out for bacterial, just so that I have it if that's the case, as he deifnately isn't rubbing or anything and he has a big piece of bogwood to do that on if that's what he wanted.

Been back to the place I had bought him from and described what was on him, and they also said it sounds bacterial, so I shall treat him that way.
