Could i use a pump to pump water to a sump.... then a pump to pump the water back out! reson is its silent ish as my tank is in my bed room! my tank has already got holes and pipeing allready plumed up but it was way too noisy when the water gargled down so i pluged up the holes in the tank!

so basiley use a skimmer style pump to put the water out and a bigger pump to pump it back in to the tank!
 
In the wonderful world of theory, you could have valves precise enough to match your flowrates perfectly (drain and return)... But alas, that world of theory does not exist. Many before you have tried, and all have failed. We even tried a similar experimental setup here at my laboratory using the most precise valves we could with the best flowmeters out there to match up the flows. 24 hours later, one tank was overflowing and the other dry... Just doesn't work :(
