Would This Be Ok In A 90 Litre Tank?

I planning on upgrading my tank to a new 90 litre tank.
 
Eventually I would like to home, 1 betta, 5 peppered cory, 5 harlequin rasbora and 3 apple snails. Is this too much for a 90 litre/23 gallon tank? I wouldn't like it to be over crowded.

That sounds fine except for the peppered corys.
Peppers need much cooler temperatures than the Betta, I would swap the peppered for sterbai who like higher temps, you could up their number to 6
 
That sounds like a good stocking. I agree with Lillefishy though about the corydoras. I think you could also have a few more harlequins. I am thinking about a similar stocking for my tank, too. I'd have around eight rasboras. 
 
Your stocking is fine, you could up the number of rasboras for a bigger and flashier shoal of fish or add another shoal of a different small tetra species or peaceful barbs. How much filtration do you have? You need at least 100 gph, 150 or more would be better(something like an Aquaclear 30).
 
That stocking sounds pretty good to me!! I would up the numbers of the rasboras as well. And swap your current corydoras for sterbai because the temperature range for a betta is too high than the temp for the cories
