What does this step down mean? Does it mean he will no longer comment on posts; or he will no longer be on the forum or he will just not bother to ban me if i cuss people out ?

So the best of both worlds; we still get his expertise and we don't have to worry about him banning us if we cuss someone out !

but he still has "report" powers just like the rest of you and he will use it if necessary. If someone deserves banning, ALL the mods discuss it before any banning occurs.
