Does anyone know if this would be safe to use in an aquarium it claims to be organic 100% made from coconut coir... I was thinking about using it in a 5 gallon tank I was going to plant and have a pea puffer in it.

It will drop your pH and needs to be covered with something otherwise it blows around the tank. You also need to soak it before adding it to the tank. Monitor the ammonia levels.

Personally, I prefer not to have anything except sand or gravel as a substrate.

You can use it as a substrate, however you would first need to rinse it througholy and would then need to check if causes ammonia spikes. I would recommend that you keep the soil in water for atleast 24 hrs.

I generally boil everythingbefore it goes into my tank... Substrate wise... I don't boil the fish

I can't comment on if it would be safe or not, but i think you'd be better off with sand.
