Wild Fish And Coral Harvesting

Hi,
I am going to hawaii this christmas and was looking at the fishing regulations for sport fishing and just out of curiosity saw that it was legal to take black coral with a 3/4 inch base or more and pink or gold coral that is tleats a 10inch colony any one know anything about this or if these are good corals?
