Have you tried physically moving the impeller with an implement under water to get it going?

It's too late now it has a pair of tweezers jammed in it lol. Got another one on the way now

Just remember regular maintenance with any filter includes removing and cleaning the impeller chamber and the impeller itself. Not doing this results in shotty filters that tend to seize up and it also burns the motor out faster.

it was a crappy sealed unit thing. I have a new filter in now the Fluval U1 and the water is starting to clear. My poor fish must be stressed to the max
