Whitespot Prob - Methylene Blue - How Do You Use?

A few of my fish appear to have whitespot (a grainy white dots across their fins) - sadly i dont have a quarentine tank set up yet to house the safe ones but i have been told that methylene blue is what i use and i have it

Problem is - its leaked over the time that i have had it - i have never had to use it but its open and the blues covered all the instructions -i have searched the internet for instructions but can somoene tell me.

The whitespot is present on my neons and Guppies and im sure i can see it on my pleco but my fighters and angel fish seen ok
They are all in good health from the looks of it but i have spotted all fish going to the top for air :S

I have taken readings for ammonia, high ph, ph, nitrate and nitrite and all are normal and my heating is at - 26-28.

Can someone let me know how to help them or anything else i can do to help them - i have given them regular water changes - recently 2 days ago but that was due to a fluff type residue at the bottom of the tank (but i did spot whitespots across the fluff) but i believed this was the new food i was using that was going to the bottom and becoming fluff
 
Ok, i had some which looked safe but the ones i thought were not affected earlier on now appear to have it across their fins :(
The fighter looks the worse - he appears to have it all across his back and fins :(
can someone let me know how to use this or help them

The above page tells you to add 1 teaspoon for every 10gallons.

"Methylene Blue should not be used in the main aquarium as it will destroy or severely defect the biological filter bacteria. It can also permanently discolor equipment and silicate seals blue."
