White Spots On Tetras-help!

I have 10 tetras. They all seem to have white spots all over their bodies. One has a bit of its fin nipped too. Is this a fungus? And what should I do? It has not been a month since I got the fish and my tank. Thanks for any advice.
 
Does it look like the fish have been sprinkled in salt.
 
Get treating for whitespot then.
Check instructions carefully that you can add the full dose with the fish you keep.
Turn temp up to 30.
Increase aeration in the tank as the med and high temp reduce 02 in the water.
Don't forget to remove black carbon if you use it.

Unfortunately my catfish and 7 tetras died. Three survived and I am doing everything you listed.

How should I clean my tank if I want to put more fish in? Should I wash the gravel?
 
Need to keep medicating till the spots have gone.
No new fish for a month sorry.
