He was this way when I got him... kept him in a mild antibacterial for a week. No change.

possibly a fungal infection Saprolegnia
I would treat with FMG (formeldahyde and malachite green)
but I'm not sure you can get that where you are.
If you can only get malachite green then the dose is 100mg per ltr
but applied directly to the effected area.

other than that find a medication that specifically states for Saprolegnia.

I have an Anti Fungal here with the following ingredients:

Nuetralized Trypaflavine and Zinc Free Aniline Green Oxalate wtih Tetramethylinethionine Chloride.

Will this do?

I can get malavhite green though.
