Honestly I think you need to do more water changes and please get the water tested. Without knowing whats happening in your tank, its hard to find a diagnosis, but I suspect you have ammonia poisoning going on in there, but cant be certain without water test results.

Do a 50% water change immediately, get the water tested, post the results here and we can take it from there. :)

did water change, going to get tested either today or tommorow.
 
she hasn't eaten anything in like three days. she is hardly swimming, and breathing SUPER fast.i think im going to lose her :-(
 
Probably... sorry.

White on the gills is usually fungal and caused by stress. With a tank that heavily stocked after only three weeks I'd say it's most likely caused by ammonia/nitrite levels. Have you got test results yet?
