Smaller shoaling species would actually look far better in that tank than the larger ones, IMHO as they could be more active and you could have larger shoals.
If this were my tank, I'd go with this:
10 Trigonostigma espei (or hengeli if you can't find the espei.)
10 Corydoras habrosus (panda or pygmaeus, if necessary.)
2 honey gouramis
This would completely stock your tank, and you would have a few shoals in different levels of the tank, plus a few larger (slower) fish for more interest from a distance.
Cories prefer sand (not a necessity, but definitely a nicer option once you see the difference in their behavior).
