Temperature depends on the fish you are keeping. PH is best left as is, unless you want to get a reverse osmosis unit to start from plain water, and reconstitute to your specific needs. This is usually done for sensitive fish, or if your water is really bad.
What size tank, tank inhabitants, how long has the tank been running, and results of water tests will help anyone here help with your problem. A little history of fish losses, any medications used, and tank maintinance procedures will help as well.
My tank temperatures range anywhere from the upper 60's to the mid 80's, depending on the fish. My pH from the tap is 7.7, fairly hard water. All my fish acclimate to this water fine.
