What Other Fish Can I Add To My 1 Foot Tank

i have a 1 foot tank/36 litre`s with 5 neon tetra`s 2.5cm and 3 Black Phantoms 3cm, what other kind of fish can i add?

I would maybe get a couple more neons. They say you should keep at least 6 because they like to shoal, although you might be ok with 5. Judgement call i suppose.
