what kind of plant is this, and why is it growing so low to the ground?

it looks like a hygrophillia sp. It may be growing low if it is newly planted and/ or your lighting is high which will promote more compact growth. Give it time and it will reach the surface.

That explains it. I got it under 350watts.

How much light and is optimal?

I have a question about the rooting of this plant... i want to know how deep the roots go and if 2" of gravel is too much for the roots to penetrate. BTW i don't syphon th gravel; can i continue to get away with not cleaning the gravel?

what size tank is it?
There isnt reallly such a thing as too much light, you could have 20wpg but you would need to keep up with CO2, nutrients & flow etc. I would never go above 4WPG (on a tank above 10gallons)
