What kind of bloom is this?

Could it be a bacteria bloom / algae bloom? How can I tell the difference? This is in a 10 gallon tank.
Not sure if this is a result of a water change (I do 15% every week) and a few weeks ago I had to replace the filter cartridge. Is that the reason why there is a bloom in the first place?

Did you replace all filter media?

How long has this tank been set up?

What are ammonia. nitrate, and nitrite readings?

You'd benefit from larger water changes.

I've had this tank for around 6 months now and it's been cycled for four months -- most of the time, the nitrates are at most 40 ppm by the end of the week. The results pretty much stayed the same: ammonia and nitrites are at zero.

For the filter, I didn't replace anything but the cartridge. There's also a bio filter media that I didn't change as well.
 
Get those nitrates down to 15. This is important. Do 50 - 75% water changes weekly.

Add mechanical filtration like filter floss to your filter to "polish" the water and remove small particles.

I think these 2 things alone will greatly improve clarity to water.

Another thing that could have caused this is if the cartridges were not rinced and have carbon in them, it will cloud the water.
