What Is Wrong W/ His Fins?

Your using drinking water? Do you mean tap? Or bottled? If its bottled then what brand?
Some have additions that fish might'nt be happy with...

It is gallon jugs of "drinking water" from wal-mart.

Drinking Water is not acceptable for Bettas, you need to use your regular tap water and use a Water Conditioner, i recommend Kordon Water Conditioner. Your betta needs to get some nutrients from the water it is in, and drinking water is so purified that it doesn't get that, plus the water conditioners can help with the slime coat on the fish

Hurley beat me to it :)

Tap water with conditioner is best

Okay, I was not aware of that. The paper said to use "drinking water" it was a mother's day gift from my children and husband.

Since you already have drinking water in there you don't want to do a 100% water change at one time because of the difference in the water mainly the ph. Do about 25% a couple of times a day, if you don't have well water then get some water conditioner. A easy way to do water changes on a small bowl like that is a new turkey baster, it sucks out the stuff in the bottom.

I will keep that in mind, and do my own research. Betta's are such beautiful fish and they are treated SO HORRIBLY in the lfs and wal-mart. While at wal-mart the other day, I was looking at the bettas and of the prob. 30 little cups they had, 4 housed dead bettas. But of course I couldn't find anyone to tell!

Okay, thanks! I have also be told to run a gallon of tap water and let it set for 24 hours, and then it should be okay for fish, as it rids the water of chemicals. Is there any truth to that?

If you have only chlorine it is possible but most city water has chloramine in it. I have buffers added to my city water that makes the ph go down so that is why I am always playing in water. I allow my water to set for 24 hours then add the conditioner. Ammonia is another thing in city water that most people don't know about even .5 ammonia will affect your bettas fins, and that is why I have live plants in all my bowls and tanks. Most hot water tanks have bacteria in them that can effect fish so I only draw up cold water to let set.
