I have a 10 gallon saltwater tank that I put some live rock in to seed my dead rock anyways this is on it and it looks like some type of coral is it?

That looks to be an Aiptasia anemone.

+1 on the aiptasia, you need to get rid of it before it spreads.
You also have what looks like asterina starfish, some people say to get rid, I have them in my tank & they do no harm, but I do only have softies.
