Could be some type of algae. I have had algae that looks like that

I don’t ever have the light on since it’s not planted. It’s basically been blackout for a month now except for when I feed

My guess is bacteria on the surface of your glass. Use a clean cloth or paper towel and wipe down the glass. Do this when yo do the water change.

I do. Still comes back every few days

I have used vinegar to clean my tanks glass when it is empty. When I have something like this on my glass wiping works or it has gone away in a short time. If it is a form of algae reducing how much you feed and the amount of time you have your tank lights on would help.

Good luck, usually doing a good gavel vacuuming and large water change helps, most issues are water related.
