probably just a weak tetra bud. i had some horrible luck with tetras. lost quite a few, but i believe my tank was a bit premature. felt terrible... anyway, neons are known to be touchy... so i wouldnt worry about it. sounds like you have a good routine, so shouldnt have to change it. hope it gets better for ya!
