What Freshwater Fish Is The Best Schooler?

Tiger barbs do harass each other. It's sad to watch as there is little one can do. I'd go for pristella tetra. They are very hardy and are translucent which is kinda cool.

Neons tetra hardly shoal once they feel safe.
Won't keep them anymore to much of a risk with ntd, i would only keep them in a tank of there own.
Harlequins are good little shoalers.

It's the same with the Harliquins. They shoal if threatened but otherwise, they tend to drift away from each other.
