What could be wrong with my betta?

I’ve noticed this thing attached to his fin. (Sorry for the quality) I’ve also noticed some poop hanging out so I’m not gonna feed him today, but I’m mostly concerned about whatever is attached to him. He’s also been hiding behind the filter.

Should I feed him or not feed him? I could see some poop hanging so I thought it'd be best not to feed him, but if he's skinny he needs to get his weight back up.
 
I'd feed him personally...what's wrong with his poop that makes you feel he needs a fast? Have you noticed him losing weight or has he always been like this?
 
Feed him 3-5 times a day for a few weeks to help him gain weight and build up some condition.
Make sure you do more frequent water changes and gravel cleans when feeding more often to keep the tank clean.
