Weird white stuff on my cover

I was wondering if i could just scrub this off without harming the fish if it fell into the tank

Hello. Looks like residue from the tank water. If you can remove the cover and run it under warm tap water, that should remove whatever has accumulated on the cover. If you don't know what is residue is, then you don't want it mixing in the tank water.

Likely calcium deposits if you have hard water, but also other material from the water. Looks like the top of an in tank filter with potentially an airstone underneath. If that is what is is then the water spray collects on the screen and the area with the highest and initial evaporation point is where most of the deposits occur. If the description of the situation is not correct then there is likely a different explanation.
 
If the hood isn't removable you could cover the actual tank with plastic wrap and clean the hood then just remove the plastic wrap. I would suggest turning off any filtration or/and air before doing to prevent the plastic wrap from bowing up due to pressure.

If the above is done I would suggest not using any cleaners; just a stiff brush and water.
