I was wondering, is it normal to have a lot of "debris" (looks like left over food, waste, algae) floating around at the top of the water all of the time? I tried scooping most of it out, but it pretty much clings to the surface and doesn't stay 'under water' long enough to go through my skimmer. Thanks.

That's what surface skimmers are for. If all your plumbing is midtank, the suface gets little agitation and gets stagnant. Many of us use a surface skimmer to eliminate this. It will also block light from getting to your corals and also may inhibit oxygen diffusion. SH
