Water conditioner with fish out of tank? Helppp

So basically when I got home from school I noticed my fish tank was tinted red I wasn’t sure what exactly caused it maybe it was the paint on one of the decorations or maybe pink flakes of food built up but I decided to clean it out.

I took out the fish (which yes I just realized you apparently aren’t supposed to do) and took out the water and cleaned the decorations, I then refilled the tank and added water conditioner. I don’t want to keep the fish out too long cuz it’s bad for them but I’m not sure how long it takes the water conditioner to settle with tap water. I have a 2.5 gallon tank for one betta fish (I’m working on getting a 5 gallon though) and I have the imaginarium water conditioner. I have a filter in but not a heater because the worker I got the fish from said it’s not required. Anyways if you guys can please respond I’m not quite sure what to do right now.
 
Generally water conditioner works quickly, like a minute. Water temperature will be more important, don't want to shock the little guy with a temperature swing. Your betta would definitely appreciate a heater, they are needed unless your home stays a constant balmy 76 F.

Thank you! Im acclimating the fish right now. I want to get a heater but my dad doesn’t think he should spend money on it he’s a cheapskate but I’ll make sure the temperature is comfortable at least. Thanks again!

Tetra makes a small preset heater (heats to 78F)that would work that is inexpensive, about $10. So nothing too outlandish in cost, a few chores might cover the cost to get your buddy a heater.

A big thing to consider is why it happened. We all want to feed our fish, but odds are you REALLY overdid it.
