The short answer is no, they are not the same. If you would like a longish chemistry oriented explanation I would be glad to oblige, many people find long chemistry lessons tedious.

It is still as effective in tanks above 300litres. However, in the bigger tanks I am a fan of using pond conditioner as it is much more cost-effective.
