The simple answer is no. There are complex answers of course.
Shrimp need calcium for their carapaces, and they get that from the water, the ones we keep tend to like the water around the 150ppm mark on a TDS pen, but they're slightly picky about needing some gH so that their moults don't fail. You can get chemicals to make up the right mix, or some people make their own, or cut the RO with tap water if they're in a hard water area to get the levels right. That last one is the one that doesn't deal with the chlorine, RO is chlorine free, but adding back in tap water adds back in the chlorines and chloramines from there.
